I don't think it's the president's fault per say... I think it's more of the political nightmare that our system as become and the power hunger of the people that run it. This current system with the current kinds of people in charge mean everyone's afraid to do anything remarkable. The president can't get half his plans up without being turned down by the opposite side (same thing was true with Bush, Clinton, Bush Sr., etc). And even if he did, they would probably be torn to shreds and left with something that isn't even close to the spirit of what he wanted passed in the beginning.
Politicians are afraid of siding with one side or another on the issue because they know that the people can arbitrarily decide to elect someone else. This problem is compounded by the fact that most swing voters don't even really know who the candidates are except that one's republican and the other's democrat. They listen and just hear what party not to vote for and they vote for the other one.
In my opinion, the best way to proceed would be to eliminate the party system. In this case, people traditionally in other parties may get elected because the people realize that others may believe in things that they strongly believe in. In addition, we may stop some corruption in smaller governments if people can't tell who's who by some party label (I'm looking mainly at my city where several members of the part-time city council make over $200k a year because they decided to "retire" one day and legally come back to work through a loophole and continue making money). Also, one more positive thing, we won't have these political massacres that we do every four years or so when like half of congress gets switched for newbies in the other party because the people are disenchanted with the current administration.
tl;dr, don't blame Obama, it's our whole political system that's the major problem of our country.
